I don't think that's what is being said at all. Rather what new information was gleaned from this NTSB report that has now somehow improved safety, that wasn't already addressed by the existing QA/QI process for these types of events that is already done in conjunction with a regulatory body (FAA)? Maybe I missed it on my read through, but I don't see the NTSB making any new conclusions or recommendations that weren't already done/addressed in the two months prior to this even blowing up in the news prompting them to open an investigation. Nor do I see anywhere that the NTSB is moving forward with trying to get mandatory reporting requirements adjusted to encompass this type of event.
