It's just the opposite. Voluntary disclosure (and safe harbor) makes the entire system safer by encouraging pilots to self-report anomalies, deviations, irregularities, etc. in a non-punitive setting that promotes information-sharing without fear of retribution.
So where is the line between voluntary vs mandatory reporting. If it is not at 9-12 seconds from impact requiring a prefect recovery, how about at 4 seconds? I am just curious. I can see the argument for voluntary, too.
Or are all these voluntary unless there is an actual accident?
