Sorry, I either didn't quite understand that line or my experience is very different. Just for clarity, let's take examples: If I am travelling to Swiss and then to Austria. If my number of days of stay in Swiss was equal to the number of days in Austria, then I would issue the Swiss visa, because that is my first port of entry. However, if my stay in Swiss is for 3 days, and in Austria for 2 weeks, then I would issue the Austrian visa. So, I would issue the visa of the country of maximum days of stay.
Your example is not correct because Switzerland is not EU country, Switzerland is Schengen country and you are applying the Schengen visa, not EU or Swiss or Austrian visa. It is Schengen visa issued by Switzerland, Austria or any other member state.
TK follows his transport and carriege rules and have a right to decide who to take to a board. Next time choose first entry point according to country which issued your visa.
