There are no official blackout periods, you cannot know if the seats have been already taken, not released at all, or there is a technical problem. We do not know if the online booking with LATAM is a technical glitch that may go away any minute (no other non-oneworld partner is bookable online).
The only advice is: do the transfer only if you see availability.
