There do not appear to be any specific brands excluded according to the offer terms you posted, but there are other types of "exclusions", e.g. "Cash Back not available on sales of products and services believed to be sold to parties reselling products and/or services offered by Dell."
But these were items purchased through dell not gift cards (not that they have any) or for resale (and in that case they would cancel the order anyway).
