Yesterday on AA 91 (LHR-ORD) business class was full and there were 12 people in F. However, I suspect that this was largely due to cabin rolls - my husband and I were op-upped to F (yay!) from pre-12/1 business upgrade and there were loads of people milling around the gate area in LHR waiting for seat assignments.
In the end everyone got on board so I suspect there was lots of movement.
