domestically, bags go on the first flight, yes. From Canada, they used to tag for the confirmed flight, and then they would add a special standby tag to the checked bag, that looks not a whole lot different than the priority tag they put on premier checked bags. If you cleared the flight as a standby, they’d call down to the bag room to have that bag added to the flight you cleared. They’d need to use this process as unlike domestic, they have the PPBM requirement.
I think many agents just default to "no." I've been told "no" multiple times by different airlines. They don't want to do the extra work, especially for an international itinerary, and maybe some of them don't realize that PPBM isn't a thing domestically.

Yes, they'd much prefer to put it on the next flight to your destination. W&B was the scenario I was thinking about, or embargo routes, or things like skis to ASE or golf clubs to OTH... etc.
However, anyone who's ever had a bag not loaded, and been told "it'l be on the next flight," and then it's not…
