That chart you reference does not address this real world issue.
That chart gives you the Valid Reasons WHY a sign up bonus would not be eligible IF you fall into the categories that is ineligible for a sign up bonus.
If your wife's application does not fall into ANY of the ineligible cases, then the denial on your wife's application is on something else, the AMEX algorithm that determine your wife is a churner for example. (not to say she is, but the AMEX "black box" think so.)

If you INSIST to compare Apple with Orange, i.e. AMEX policy on what factors would put the applicant in the "bonus" jail, to a similar policy from Chase, then this is NO WAY to compare because Chase does not have such a thing.

Chase either approve you or not approve you - while there is no "official" policy that you insist to find out, empirical data from YEARS of collective knowledge from virtually all "hobby" communities, do not show Chase would approve you then deny you the bonus if you fulfill the requirement of spend.

My documentation is from over a decade of getting Chase cards, like many posters who already answered you. From our collective knowledge, Chase does not look at your spend on one co-brand card to determine the eligibility on another co-brand card, or Chase own in house card. Period.
If you truly want a Real World example - I have the IHG Select card which hardly sees a spend due to the poor earning structure but the annual FN and the 10% rebate pays for the AF of $49. I received instant approval of IHG Premiere when it was the last chance to get it before Chase made it only one card per brand, like the Sapphire family. I only spent enough to earn the sign up bonus, then downgraded it to the Travel card when the 2nd year AF was billed. A few months later I applied the Chase BonVoy Boundless card and it was an instant approval. Another few months I applied the UA Explorer card and it was also an instant approval. Oh, in between I got the Ink Unlimited, also an instant approval.

Would the above Real World DPs satisfy your "documentation need"? I doubt it. The only thing I can tell you is, the above experience is NOT unique - many here have similar experiences, with far more frequent applications (especially those who have enough expenditures to meet the minimum spend, when they also carefully manage their 5/24's.)

Like mia said, you can use the search function here, or search with Google using your criteria key words - you probably already have done that, but still not satisfied because you want someone to find you a "documented" policy from Chase officially... Good luck my pal, you will probably never find it.
