Just for clarity I think you mean your tier points collection date ends 8th September and your card expiration date is 31st October.

You will have lounge access and benefits all the way up until your card expiration date so yes, if you travel after 8th September and before 31st October you will have full access to benefits including the lounge, seat selection etc.
