If you must go for a hotel, I'd go for the FS, the Bristol or the Park Hyatt
Overall, considering food, tea and atmsphere I would prefer Mariage Freres in Paris or Fauchon in NYC (I assume Paris as well) to the Dorchester in London. Haven't tried Savoy or Claridges.
