Look, I think you are overthinking this. If you comply with the terms of the offer, you will get your signup bonus. If you find that I was wrong, you can take your case to the CFPB.
Amex has over the years become more selective about which customers they want to give additional cards and bonuses, and so they built the popup solution to tell you ahead of time that you won’t get the bonus. They don’t want to be in a situation where they deny the bonus after the customer has complied with the terms of the offer.
