It depends on how you define majority. The following companies do allow spouses to drive for free in the US:
Avis
Budget
Payless
Enterprise
National
Alamo
Fox
Hertz, Dollar, and Thrifty allow spouses to drive for free if you are a member of their loyalty program and add your member number at the time of booking.
Sure, there are other companies that don't allow spouses to drive for free (Sixt being one of them), but the rest are all the deep discount brands like Economy, Ace, Nu, etc.
