Nothing was stolen when I flew with PAL from BKK to LAX, but that's just my experience.

As a heads up, you will be asked to verify the content of your checked luggage when flying the MNL to LAX portion. I don't believe that power tools are banned from checked luggage, but they might be confiscated depending on the agent.

I would inform the agent at the transit security desk that you need your checked luggage inspected. I was stopped when boarding when I didn't know this and I was taken to get my luggage inspected. It was a super short inspection, but I was asked to go through the US security screening again, even though a PAL agent took me from the line to the luggage and back to the gate.
