Called the Globalist line, and Hyatt's position is upgrades are "based on availability, at hotel's discretion", so if the hotel chooses to only make base rooms "available" (and make all rooms available for sale), then nothing can be done. Honestly surprised how hard the hotel is pushing back.
The manager did end up upgrading to the terrace room, but I can't say I'd return since I have a huge aversion to having to ask for upgrades. Only pushed hard because my travel companion had issues with the air quality and lack of natural light in the base rooms.
