In my experience Swiss sells flex fares as free change but then closes inventory available for new tickets for yours when rebooking.

They will sell a new A fare but when you rebook from within your PNR A goes to 0 and you are forced to pay up to F.

This is my experience.

I also think this is illegal. It is my opinion. Please don't bash me for my opinion based on my experience.
