I'm wondering what the "pecking order" is on ANA as far as who gets first dibs on empty business class seats a few weeks before departure. Will the empty seats first be offered to those on the waitlist for upgrades (only using miles) OR will they first offer upgrades for a cash/miles payment from other passengers like me now booked in premium economy. I am not in the ANA FF program but rather with United, which has offered me paid upgrades in the past to Polaris with a combination of cash plus miles...would ANA also require miles from their program (not also United's??) plus cash?....in which case I guess I would not qualify not being in the program now.
