Agree exact algorithm is unknown and varies, but believe that your E ticket price could affect the offer. Have seen the offer be different for two passengers with different Economy fare classes on same flight. Though other factors like status are also a factor.

However it’s mostly academic as you’d never buy a more expensive economy fare class just to hope for a lower upgrade offer.
