I'm truly sorry to hear about this travel chaos for your wife and daughter. At this point, I would focus on getting them home safe on the UA flight in economy. From UA's perspective, you were booked in economy, so they were within their rights to charge $300 overweight bags. In addition, since the flight was booked the day before departure during high season, separated seats is probably all they had available. I would advise your wife and daughter from expressing anger at UA, as they are really not part of the underlying problem.
In terms of who to go after, start with BA. Provide a clear and simple explanation of events, and leave out the UA issue because that's irrelevant. Emphasize you purchased the ticket on BA stock and use the BA flight numbers in your complaint. What should happen is BA should provide the compensation and then internally duke it out with AA. I've had this issue before with a DL-AF combination of flights purchased through DL. DL handled the complaint and provided the compensation. They tried to pawn it off on AF, but I reminded them this was a DL marketed flight on DL ticket stock.
