The seat blocking is unrelated to who actually gets the seat on the plane. A commuting staff member may generate the seat block when they waitlist on their pass, but if someone has requested an eUp, they'll get the seat at the gate.
Actually, today my eUpgrade didn’t go through to business, even though I was first in line on the waitlist. An FA got it who was waitlisted for both economy and business. Interestingly, this FA was initially waitlisted as the 4th, 5th, and 6th in line for business (I had taken screenshots). By boarding time, the waitlist showed the FA got the business class seat, and to top it off, my name disappeared completely. I had to ask the boarding gate supervisor why all of a sudden I vanished from the list and didn’t get the upgrade. I didn’t feel appreciated as a loyal card member…
