EU 261 only applies when a delay at the final destination. What happens at a transit is irrelevant (with duty of care)
Passenger is always responsible for visa/passport and eligible to transit~enter countries.

Flights from/to airports, operators, native flights or codes shares, 1 or 2 e-tickets, 1 overall PNR, selling travel agent or airline..
