A few comments on the above. I use Hertz. They seem to lower prices closer to the rental date. I also use Noach. Since Covid his prices have been the same as Hertz. I use him because of loyalty after years and years of renting. It maybe because they know me but I’ve gotten decent cars!

in terms of liability insurance on Hertz and Avis vs Eldan. If you use the Israrlimsites ( co.il) then these insurances are included.
