There is a very far outside chance that it could be wrongly confiscated but the risk is very small. If it were a diamond-incrusted unique pair of scissors or a family heirloom transmitted from generation to generation since the 12th century, I would not risk it but an ordinary small pair of scissors would not be an issue for me. In the extremely unlikely case of it being confiscated, it would not be the end of the world, would it?
