It's an exclusion list meaning Club View Suites are excluded from the upgrade pool, so even if you book one category below, the hotel doesn't have to upgrade you any further to that room / suite type regardless of your status (even if RA).
You want that specific suite type you'll have to book it. As others advised, do read the T&Cs already shared carefully to avoid later disappointment. YMMV.
