It's been a while since I rented from Avis at the airport (maybe 1+ year) but the shuttle was just fine, you had to phone them from where their office in the parking lot used to be and they will come and pick you up.
I don't recall the Hertz office ever being a zoo, then again I think the last time I rented from them was pre-covid.
I much prefer taking a taxi to where I need and rent a car from their offices in Tel Aviv or any other city I'm in.
Thanks for the reply -- and good to know the Avis shuttle works okay. I may give a try to renting from closer to my destination -- it would allow the wife and kids to get settled sooner, get out of the airport environment, get some groceries, etc while I go and make the car arrangements.
I have found the Hertz office to be severely understaffed -- in no way should one of the only in-terminal car rental companies at the airport have only two staff processing customer rentals. The last two visits have been extremely crowded and very slow. Maybe time to venture further afield.
