My point is that they don't put any "expensive" items in the minibar at any time.
So a fully stocked "free" minibar at this hotel won't have any spirits in it....ever.
Lots of hotels do this.....free minibar for you !
But when you open it, it's mostly just soft drinks and occasionally some standard (cheap) beer.
