I’ve been booking government rates for 25 years (usually I select “State Government” because I worked for a school district for 21 years and now I work for a port authority. Probably at least a couple hundred hotel bookings over that period and I’ve been asked for ID maybe twice. But even then I always carry my government ID which they take a quick cursory 2-second glance at. I’ve never been asked for “travel orders”.
