Plan B is to stop off at Luxe Dining Hapuna at the Shinagawa Prince Hotel. Just need to get there by 10am.

ETA - Grande Aile All Day Dining appears to be used to customers with baggage (these include arriving Airline Crews). So long as they have the physical space there the restaurant was amenable to letting you leave luggage by the door.
As we didn’t step out of Customs until 8:30am any other option for a buffet Breakfast would have been too rushed.
