No, from an international arrival you can't access the international departures area if you don't have an international connection. You will have to go through immigration/customs first, then check-in for the domestic flight -- you could find somewhere to rest or eat before going through security. There is a lounge in the domestic departures area, CARAL VIP, but I've never used it myself.
Just in case, I had a domestic flight last week and saw that the domestic lounge opened at 3:30am (I think closing time might have been like 7 or 7:30 pm -- which makes sense as domestic flights stop in the evening).
