I would assume from a risk point of view that the 6cm would ignore the length of the scissor blades and be measured from the pointy bit to the top of the finger loops, because the scissors are probably an effective weapon to cause damage just as a pointy implement with a mini knuckle duster arrangement with the finger loops.
