I don't think that's true at all.
There is enough room.
2x2 makes a big difference (4 - 8 full size carry-ons less than in Economy, that's at least an entire additional bin).
It is absolutely true on the E175. The next time you fly one of those, try counting how many rollerboards can actually fit in the overhead bins.
