Seems you may have been right on it being an IT glitch- I just got a call this evening from one of the agents who had helped me previously. She told me she had escalated the issue to IT who was able to figure out what the issue was and that she could now process the SWU on BA from J to F but wanted to confirm with me first. Quite the pleasant surprise!
I guess the takeaway here is to have an agent verify that the rules are correct to process an SWU on BA, and then ask them to escalate it to IT since it sounds like it's a known issue at least at the moment.
A very pleasant surprise! Looks like this agent may have been one of those ones who doesn't like not knowing what's wrong. I like those kinds of people.
