The linked story about suite upgrades is apples and oranges. Cleaning suites cost more than cleaning a normal room. Everyone understands that. "Cleaning" a room that wasn't touched costs close to $0.
The staffing issue is also a red herring, since these properties likely know, or could easily ascertain, that no one had even entered the rooms in question.
You know housekeepers are hourly right? A variable cost that increases with occupancy? So is staffing at the Front Desk.
What do you think the housekeepers are doing when they go through their entire board and have no work to do?
Do you also think parking should be free - or heavily discounted - because you happened to observe empty spots in the lot?
