The basic issue is that if you close an entire lounge you can get the work done a lot faster but have to re-accommodate passengers (which is not as easy at some airports as at others) - it's short-term pain for longer-term gain.

If you can easily cordon off the lounge into sections and do staged work, then at least a third to a half of the lounge can remain operational in the meantime, and when that section is complete you just move passengers into the new section and begin work on the old one. This does make for a crammed half-lounge during the works and of course it takes mush longer than just closing the doors entirely and letting 'er rip.

Using SFO as an example: the lounge has two wings, you could easily imagine one wing being open while the other is closed for reno. Or you could consider CX might decide to close the whole lounge and shunt people into the BA and Air France-KLM lounges depending on status and assuming the hours of those lounges match the CX schedule.
