It's consistently true that you can take any vehicle you want from the Presidents Circle zone as long as you didn't reserve in the Managers Special, Economy, or Compact class. Anything else reserved and you're eligible to take whatever you want from PC zone.

Note though that there is no guarantee that there will be a decent car in PC zone or even any vehicle at all.
  • Any President's Circle relationship with Dollar or Thrifty?
