There's no sterile transit in the US — you will have to clear immigration/customs and then re-clear security (no re-checkin required, assuming you already have a boarding pass for your onward flight). I personally would be comfortable with 21:00, but I'm also a US citizen with Global Entry so factor in only nominal time for immigration clearance.
