LX138 did wait for delayed connecting flights (as least a long time ago before the existence of EU 261 when we did and my family did the connection), we ran as our connection was only 20 minutes and then the flight was delayed to wait for other flights to arrive.

I would go after LH since it is a 220 ticket.
As far as I know there had been air traffic control worker shortages at Copenhagen airport and issues with re-tarmacking the runways in May and early June for several days. That is what I found out, like it is reported at the CPH post https://cphpost.dk/2023-06-16/news/a...holiday-plans/
I also find the missing connection with a delay of "only" 1 hour at Zurich airport to be harsh, but it could be either the reason they were already (i) overbooked or (ii) there are reasons with late night departures (Zurich only allows departures up until 22:30 and the Copenhagen flight arrived 21:45).
I can still submit a claim towards Lufthansa, but as a layman it is very difficult to judge what is right to do in this situation. Therefore, I was looking for advice here. Thank you for sharing your opinions!
