The jump links apparently don't work until you click on the "show more" at the bottom of the text in the wiki. Once you open the entire wiki then the jump links work.

Ahhh - thank you! Yes, clicking on "show more" did in fact resolve the problem, and the wiki said plain as day that travel agents can in fact book the tickets.
Of course, to your point, there will be just about zero chance that Chase UR will know how to do this, so if I do end booking one of these, I'll be doing it myself.
