The jump links apparently don't work until you click on the "show more" at the bottom of the text in the wiki. Once you open the entire wiki then the jump links work.

As noted by danger a travel agent can book OW rtw tickets. Your trouble will be finding a TA with the requisite expertise to issue the ticket.
