We were on a taxiway, not at the gate. The crew kept the seatbelt sign on throughout the ordeal and made announcements that they were not allowed to move about the cabin unless there a passenger had a medical emergency. They finally offered water and biscoff at the 1 hour 55 minute mark, consistent with the DOT regulation: "airlines must provide you with a snack, such as a granola bar, and drinking water no later than two hours after the start of the tarmac delay".
