If your personal transponder isn't read, you will be charged the cash toll fee plus $9.99 for that day's activities. The $9.99 fee is only assessed for days with toll activity charged to a PlatePass vehicle.
Not sure how long it takes for "foreign" tolls to post to a SunPass account; I can tell you that tolls from NY and NJ post within a few hours (at most, the next day) to my NY EZ-Pass account. I've noticed that tolls from other states may take another day or so to post. The inoperative Buffalo crossing is a bit of a red flag that your transponder isn't being read, though. Only thing I can suggest is you be very careful on the placement of your transponder to ensure proper reads.
