The Government put some pretty onerous conditions on TFL for its Covid support (conditions it didn’t impose on other transport operators and authorities) and it’s no surprise that the Mayor is reluctant to increase costs for Londoners if he doesn’t have to.
The £40 m in expected additional fare revenue is still less than 10% of the half a billion the government expects TFL to find in either savings or revenue.
It is indeed important to remember that this, like ULEX, is not the direct responsibility of the Mayor: the Government (the one that's "on the side of car owners") directed him to save money. Ditto, mutatis mutandis, ULEZ expansion.
