It sounds unlikely that you'll see the credit. I've forgotten the terms a couple of times and been burnt, most recently with Aeroplan (Duh!) redemption fees on United. I made some other qualifying purchases on the same day as you (7/23), and my meter has moved. I don't think it mattered which counter you paid at, just that you were in France. You can just do what many others do and buy Travel Bank credits. They do expire in 5 years. Those seem to work well. Obviously, you wouldn't want to call in if they fail, though. You could call about your purchases in Paris and maybe get lucky. At least the charges were for legit expenses and were only disqualified on technicalities. Just say your bag fees weren't reimbursed with the air travel credit and see what happens?
