The site is working properly. Just because CX has awards available on their site does not mean they make them available to book through a partner. And not all routes available for purchase on the CX site will be available for purchase through a partner.
This is true not just for CX but also other airlines. Award availability to partners is increasingly becoming a fraction of what is offered to an airlines own program members. AA is actually one of the worst in terms of providing good award availability at reasonable levels to AAdvantage members while providing very little to OneWorld and other partners.
