StR gets rightly criticized for arrogant attitude, but JW is not super elite friendly, either. It seems the Westin gets the best marks overall of the Marriotts (though I haven't stayed there).
JW is definitely the way to go from a location standpoint for first-time Singapore tourists, IMO. But I much prefer the vibe of the StR's location, specifically being near the Botanic Gardens and Nassim Road.
