Cathay's website, checkin desks at LHR open at 08:20 all day until the last flight.
Terminals 3, 5 and I believe 2 have baggage storage for checked in luggage, if the desk is open you'll be able to check in.
Terminal 4 at LHR doesn’t have the space for this so if flying Qatar for example they will not let you checkin with luggage until 3 hours before the flight.
