(Gotta reply and be respectful of a nurse .) I don’t know if it’s “normal” but it has happened to me a few times, one time (but not at Band Camp*) I had 3 hard pulls for 1 application. I hadn’t previously thought of this but it might be another motivation for a recon call immediately after a (pending/under review) application as that might preclude a second hard pull and/or a second hard pull 15 minutes after a first (from the same puller) might get combined to 1.
