Formally it's 24 hours, but contact centres have applied a longer window (2 days certainly, sometimes 72 hours) than that to allow for problems getting through to BA at peak times. Which was effectively the case for you here.

No, the $55 is the maximum, in your case - and many other USA domestic flights - it's $6 or whatever you paid.
