Background is I booked a Delta flight for my son on C1T. Our circumstances changed and DL wouldn't let me change the flight because it was booked on Hopper. 1, Hopper issued me a refund. Its very hard to find. If you go to the travel page and look at flight credits, its not there. You have to click the globe or mytrips in upper right corner to navigate to this.

2, The credit can only be used on Delta, has an expiration date of 1 year from when we made the change, not from the date of the original flight, will be reduced by Delta's $99 change fee for some reason (doesn't make sense because DL wouldn't get involved, and both DL and Hopper were unable to change the ticket), and can only be used by the original ticketed passenger - my son in this case. Of course to use the credit, you have to book through Hopper so you put yourself at risk of this nonsense all over again.
Hopper (or any other agency) is doing same thing as Delta would. You get repriced when dropping the outbound flight of a return.

There is really nothing nonsensical about this with details provided.
