Indeed for JAL international flights, there is the disclaimer on the booking website that "booking classes O, Q, and N have limited seat selections". I suppose that makes sense why you cannot pick better seats on the MEL - NRT section.
Unless you have oneworld status, I suppose you will have to wait until closer to check-in time if any window seats remain open in the forward cabin section (I doubt it
