Joking right? The *A partners UA loves support collusion pricing between the US and their home market. Think, Lufthansa, ANA, Air New Zealand.
The partners UA hates don't collude and price competitively. Think, Singapore, Air India, Air China, EVA, TAP.
Imagine PR passengers filling up Polaris lounges, while all UA gets in return is interlining with PR. That interlining would subject UA passengers to a half hour Jeepnie ride from hell between T3 and T1/2. Easier to simply self-interline with Cebu Pacific who is already in T3 and arguably a better airline than PR.
